The latest information | EU officially released the new battery regulation (EU)2023/1542!

On July 28th, 2023, the Official Gazette of the European Union officially promulgated the regulation (EU)2023/1542 on batteries and waste batteries, and abolished the primary battery directive 2006/66/EC. The new regulations came into effect on the 20th day after promulgation (i.e. August 17th, 2023).

Release background:

Since the draft of the new EU battery regulation was issued in December 2020, the content and control requirements of the new battery regulation have changed greatly compared with the original EU battery directive, which has attracted great attention from battery manufacturers and upstream and downstream industries. After more than two years of consultation, discussion and content revision, the new EU battery regulation was finally officially promulgated and will take effect on August 17, 2023.

Scope of application:

The new battery regulations will apply to all types of batteries within the EU (except for military, aerospace, nuclear energy and other special purposes). According to different usage scenarios, the batteries are divided into the following five categories:

1. Portable battery/portable battery

2. Start the lighting battery/starting, lighting and ignition battery.

Used for vehicle ignition, lighting, or starting.

1. The content of cadmium (Cd) in portable batteries and storage batteries shall not exceed 0.002%.

2. Except for the following products:

-Emergency and early warning system, including emergency lighting and medical equipment.

Wireless power tools (this exemption ends on December 31st, 2016)

1. From August 18th, 2024, the lead content of portable batteries, whether included in electrical appliances or not, shall not exceed 0.01% (by weight).

2. The restrictions specified in point 1 shall not apply to portable zinc-air button electricity before August 18th, 2028.

For all batteries and storage batteries, if the lead (Pb) content exceeds 0.004%, the mercury (Hg) content exceeds 0.0005% and the cadmium (Cd) content exceeds 0.002%, it is necessary to indicate the chemical symbols of the excessive heavy metals under the trash can logo and mark them on the products.

Identification and information requirements:

General information: All batteries are attached with labels containing basic battery information, including manufacturer information, battery type, chemical composition, other harmful substances except lead, cadmium and mercury, key raw materials, etc.

Capacity information: rechargeable portable batteries, LMT batteries and SLI batteries should be labeled with their capacity information;

Individually collected symbols: trash can logo. For batteries with more than 0.002% cadmium or 0.004% lead, corresponding chemical element symbols (at least 1/4 of the size of trash can logo) should be added under the trash can logo;

Identification code: the battery should be attached with an identification code. For different types of batteries, the information contained in the identification code is different, and the identification code should be recognized and read by a general code reader (such as handheld communication equipment).

CE mark and EU declaration of conformity: CE mark should be affixed to the battery before it is put on the market or put into use.
